Did 2G scam compromise national security?

New Delhi:  The CBI has begun probing if the 2G spectrum scam compromised the country's internal security and would apprise the Supreme Court of its findings on March 15, the agency told a Delhi court on Tuesday.

"The issue of national security has also been raised by (Janata Party chief Subramanian) Swamy before the Supreme Court. CBI is presently examining the said matter and will file a progress report before the Supreme Court on March 15," the CBI told Special Judge Pradeep Chaddah, in its report.

The investigating agency made a plea asking the special court to discontinue proceedings before it. The court, however, listed the matter for further hearing on March 17.

The agency contended that it has already registered the case on the 2G spectrum allocation scam and was investigating it while an FIR in connection with the case was before another court of Special Judge O P Saini.

"CBI has filed a report regarding Swamy's apprehensions of threat to national security. It has been submitted in the report that matter is now pending before the Supreme Court," the court said.

CBI said it has begun probing the threat to country's internal security as per the concerns raised by Swamy, who had come to the court seeking a probe into the scam.

He had also sought the court's direction to appoint him as a public prosecutor to help the agency in probing the case and trying the accused.

Swamy, however, could not appear before it today as he was attending the 2G spectrum matter in the Supreme Court. His counsel Tarun Goomber asked the lower court to exempt him from personal appearance today, which the court allowed.

CBI had earlier told the court that it was not aware of the threat to national security posed by allocation of 2G spectrum to some telecom firms which subsequently off-loaded their shares to global firms with links to Pakistan.

"We (CBI) are not aware of the details of national security aspect as raised by Swamy in his application as a copy of the complaint by him is not available with us," CBI had said.

But, CBI filed its report on Tuesday as the court had specifically asked it earlier if their investigation also covered the national security aspect as raised by Swamy.

Akhilesh Yadav arrested at airport

Amausi, Uttar Pradesh:  Akhilesh Yadav, whose father is Samajwadi Party (SP) chief Mulayam Singh Yadav, has been arrested at the Amausi Airport in Uttar Pradesh. (Read: Who is Akhilesh Yadav?)

Akhilesh, who is the President of his party's unit in Uttar Pradesh, was to lead a protest against Mayawati's Bahujan Samjawadi Party (BSP), which is in power.

He landed in Lucknow from Delhi, where he had been attending the Budget session of Parliament.

"He was immediately sent to jail and even not allowed by the police to talk to media," party spokesman Ashish Yadav told reporters.

The police claim he was arrested as a preventive measure to keep the peace in the state - Mayawati has enforced prohibitory orders, banning large crowds from gathering.

Soon after his arrest, a number of SP party workers gathered at the Hazratganj crossing to register their protest.

The police allegedly hit them with batons, and some people are said to have been injured.

Pranab's son to contest West Bengal elections

Suri, West Bengal:  Union Finance Minister Pranab Mukherjee's son Abhijit Mukherjee has quit his job in the Steel Authority of India Ltd. (SAIL) to contest the forthcoming Assembly elections in West Bengal on a Congress ticket.
On Monday, his resignation was accepted by the SAIL board and he would be released in a day or two, according to sources in the public sector giant.
Though Abhijit, who held the post of General Manager (Corporate Social Responsibility) in SAIL, refused to comment on his political future, well-placed sources said he is expected to contest from Nalhati Assembly constituency in Birbhum district.

Birbhum is the home district of the Finance Minister and has remained a stronghold of the Congress long after it was replaced by Trinamool Congress as the principal opposition party in the state.    

Speculation over his joining politics was rife ever since he actively participated in some public welfare programmes in the district in the past three months.    

Political observers got a scent of his intention to join politics when recently, a branch of a public sector bank was inaugurated at Nalhati, which is widely believed to be an initiative of Abhijit, though the man himself was not present at the inaugural.    

Congress sources said Abhijit might start his election campaign from next Thursday or Friday at Nalhati.    

Tarun Ghosh, a close aide of Abhijit and the likely election agent for him, said, "Arrangement for his stay at Nalhati has been made. A draft programme for filing nomination by him has also been prepared by district Congress leaders."    

Though Nalhati at present is represented by Forward Bloc MLA Dipak Chatterjee, in the last Panchayet election Congress had a good showing there.    

Interestingly, local Trinamool Congress leaders took exception to the possibility of Abhijit's candidature, but soon they changed their opinion.    

According to Congress sources, the party may get three tickets in Birbhum as the alliance partner of Trinamool Congress. There are a total 11 Assembly seats in Birbhum.    

Hasan constituency, which is adjacent to Nalhati, is now represented by Congress.

Tamil Nadu: FIR against Union State Minister Napoleon for bribing voters

Chennai:  A First Information Report (FIR) has been filed by the district administration against Union Minister of state, Napoleon, for bribing voters in Tamil Nadu.

Napoleon had allegedly distributed gifts at a private function at Tamil Nadu's Tirunelvelli district on March 2.

An FIR has also been filed against a Congress MLA, Vasantha Kumar, for distributing free school bags.

Al Qaida, Lashkar-e-Toiba target World Cup

New Delhi:  India has received specific intelligence on terrorist groups Lashkar-e-Toiba (LeT) and Al-Qaida preparing to attack. A team of 10-16 terrorists is believed to have already entered India as a part of this mission.

The intelligence has been corroborated by Foreign Intelligence agencies. The US has warned Pakistan to prevent terrorists based there from staging these attacks.  

Gujarat , Maharashtra and all venues for World Cup matches have been alerted. The navy and the Coast Guard have also been warned.

Security agencies have also received information about a threat to the MA Chidambaram stadium in Chennai.

"We have tightened security and stadium will be taken over 36 hours in advance. All places near stadium like lodges have been combed. Many security vans have been installed at strategic places and are fitted with cameras. We are taking all steps to ensure rest of the matches are peaceful," Tamil Nadu DGP said.

India is going to play West Indies in Chennai on March 20.

Another team is expected to try and join the terrorists that have already entered the country.

Somali pirates release 11 Indian sailors

New Delhi:  11 Indians captured along with their ship  have been freed by Somali pirates, after being held hostage for 11 months.

The sailors on ship RAK Africana were  picked up by a Spanish naval ship in vicinity (They are) safe," Foreign Secretary Nirupama Rao said on Twitter, noting that the negotiations for release of the Indians were "delicate" and "prolonged".

However, anxiety mounted today about the fate of 79 Indian sailors abducted by Somali pirates from an Egyptian ship as the deadline set for the execution of eight of the hostages expired today.
The concern over the plight and safety of the 79 Indians on board the Egyptian cargo vessel MV Suez, hijacked in the Gulf of Aden on August 2 last year was voiced in the Lok Sabha when the Leader of the Opposition Sushma Swaraj raised the issue during Zero Hour.
External Affairs Minister S M Krishna assured the House that the government was doing everything possible for their release. "We are doing all that we can. We are in touch with the ship owners. We are depending upon ship owners, as is done in most cases, to negotiate with the pirates," he said.

Not satisfied with the response, Swaraj led a walkout of BJP, Shiv Sena and Akali Dal members charging the government with showing "helplessness" in the matter.

Yeddyurappa targeted over trust run by his son

Bangalore:  Karnataka Chief Minister BS Yeddyurapa has rubbished the allegations that he and his family had secured "illegal gains" through donations of Rs 27.18 crore made to a trust run by his son.

Responding to JD(S) leader HD Kumaraswamy's charges, Yeddyurappa said, "The institutions are run by few important persons including my son. So some important industrialists may have given donation for this institution. He made it very big. For that I don't want to comment anything. People of Karnataka know very well for last 10 years we are running that institution. Thousands of students are getting good education there, so I am not at all worried about these comments. It is left to Deve Gowda and Kumaraswamy."

Kumaraswamy had alleged that the donations were made in the last two years by various persons and firms, some for favours. He even released documents at a press conference to "expose" Yeddyurappa's corruption.

But Yeddyurappa maintained that he was not connected with it. "He had already made these allegations. He felt Bangalore was not enough so he did this again in Delhi... PES is an educational institution. It does not belong to Yeddyurappa, nor am I connected with it. My sons and others have got together and set up this educational institution to help the people of Shimoga," Yeddyurappa said.

Kumaraswamy alleged that the Trust had been able to raise Rs 27.18 crore in the corpus donation by "misusing the office of the Chief Minister".

"The sons of the Chief Minister, by rendering official favours to the donors, had collected huge donations for the Trust," claimed Kumaraswamy who has been persistently targeting Yeddyurappa over allegations of corruption and nepotism.

JD(S) said in a statement that Kumaraswamy had released the documents in Delhi, copies of which were circulated in Bangalore also.

The Trust had received donations from developers and a public limited mining firm, which had given Rs 10 crore, among others, Kumaraswamy claimed.

It had also received donation of Rs 50 lakh from founder B Y Raghavendra, the Chief Minister's son and MP. Another son, B Y Vijayendra had donated Rs 10 lakh, he alleged.

Kumaraswamy charged that the Chief Minister and his family had favoured a developer and secured illegal gratification of more than Rs 14 crore, which included around Rs five crore to the Trust in return for protection against legal action for encroachment of government tanks and 'nalas' (canals) and for gross violation of norms for their projects.

Yeddyurappa also misused his office to favour the mining company, which had the same management as JSW steel, he charged.

As a result, JSW steel gained substantially, Kumaraswamy alleged.

India to re-introduce extinct Cheetah

New Delhi:  The Environment Ministry has released latest finding of the International Union Conservation for Nature according to which two more species are now on the critically endangered list.

This takes the list of endangered species that are in danger of being lost forever to 57.

These findings are surely going to hurt animal lovers and activists. But, there is a reason to cheer as well. The government has said that India is close to re-introducing the cheetah in two years' time.

While the Cheetah had become extinct in India, the Madhya Pradesh government has written to the Environment Ministry promising a habitat for the cat which may be imported from Africa.

Sentenced to death, Kasab practices karate

Mumbai:  Pakistani terrorist Mohammed Ajmal Amir Kasab, who has been given the death sentence for his role in 26/11, spends hours practicing karate at the Arthur Road jail where he's been imprisoned since he was arrested during India's worst-ever terror attack.

"Kasab does exercise and practises karate sometimes to kill his time. He also often strikes a conversation with the security guards deployed there to guard him round the clock," said a jail official.

Kasab, who was the only terorrist caught alive during the 26/11 attacks in Mumbai, was given the death sentence by the Bombay High Court last month.  

He has decided to appeal against the sentence in the Supreme Court.

"Security guards avoid speaking to him. He enquires where they are from, for how long they were associated with security agencies and so on....," the jail official said to PTI.

Will hospital tax be rolled back?

New Delhi:  Renowned cardiologist Devi Shetty met Finance Minister Pranab Mukherjee on Wednesday to seek withdrawal of 5 percent tax on health care services provided by centrally air-conditioned hospitals, according to sources.

Shetty, who is the Chairman of Bangalore-based heart hospital Narayana Hrudayalaya, has been spearheading the campaign for withdrawal of service tax on health care industry.

The renowned doctor had earlier described the proposal to impose service tax on health care as a "misery tax".

"This is not 'Service Tax', it is a 'Misery Tax' since the government wants to make money out of your misery", he had said in an open letter posted on the website of the Narayana Hrudayalaya.

Mukherjee, in the Union Budget for 2011-12, had proposed to impose an effective service tax of five percent on all services, including diagnostic services, provided by centrally air-conditioned clinical establishments having more than 25 beds for in-patient treatment.

Besides, the service tax would also be levied on services provided by consultant doctors operating from premises of such hospitals.

15 mothers dead, babies now at risk

Jodhpur:  An 18-day-old baby girl, wearing a whit frock, lies in her grandmother's lap. Nearby, a picture of Bhavna Narendra Dharu, the mother she will never know rests on a table. But in this house, there is little time to adjust to the loss of a young mother who died nine days after delivering her daughter.
This little baby girl was born underweight, and has jaundice. Doctors say she needs her mother's milk to fight the infection. A relative who has a one-year-old son and is still lactating is breast-feeding Bhavna's baby, but the baby's condition remains fragile.
Bhavna was one of 15 women who have died in the last three weeks after complications that arose during or after their deliveries at Jodhpur's Umaid Hospital. A 16th woman died yesterday - she too had been operated upon at the same hospital, but for a hysterectomy. Between the state and Centre and the hospital, five different inquiries are trying to determine what went wrong. So far, the suspicion is that intravenous fluid used for the women was infected. Samples were sent to the Central drug research lab in Kolkata for testing, but the results have yet to be declared.
It's not just mothers who died. Five babies were stillborn and one was premature. But of the nine children who survived, many are at risk without their mothers to take care of them.
There is no doubt, say many experts, including a committee of doctors who conducted an internal enquiry at Umaid Hospital, that severe medical negligence contributed to the rash of deaths.
Umaid Hospital is a government hospital, which means it sees a huge rush of patients every day. Last year, the number of deliveries shot up from 40% to 70% of the operations performed here - the result, doctors say, of a government scheme that pays women close to Rs 2000 if they deliver at a hospital instead of at home. In 2010, there were 20,600 deliveries at the operating theatre. That's almost 50 births per day in this 700-bed hospital. Given the rush, basics like fumigating operating theatres to ensure they're sanitised are often overlooked as there just isn't time.
The consequences of lapses are being paid for in no small measure. Sagar Kanwar's baby is 18 days old. His mother, Sagar Kanwar, was among the women who barely survived her delivery at Umaid Hospital.  She is now in another hospital in Jodhpur in critical condition. With multiple organ failure, her condition is bleak. She has never held her little baby boy in her arms. The newborn's grandmother says that Sagar's baby cannot digest the cow's milk he is being given; he vomits regularly and suffers from acute diaorhea. "If the mother does not make it, how will he?" she asks plaintively.

Doctors agree that for the nine infants left motherless in the Umaid Hospital tragedy, the chances of survival are low. "Without their mothers, it's difficult for them to fight their problems."
Infant mortality in Rajasthan is also higher than in other states - making the odds even tougher for the babies.

Crores set aside for Gujarat's minority students go unused

Ahmedabad:  Tahir Khan spent many school days dreaming of becoming an engineer. At 16, those dreams have crumbled. He dropped out of school two years ago because his father could no longer afford the fee of Rs 200 a month. Tahir was a good student who scored over 70% in his subjects.

He now works at a garage in Ahmedabad, where he earns Rs 80 a day. He tries not to think too much about the future. "I was keen on completing my studies... but my financial condition forced me out of school."

It was to keep students like Tahir in school that the Union government set aside 10 crores in 2009 for minority students in Gujarat. Students who have not completed Class 10 and whose parents earn less than a lakh ever year are eligible for scholarships of Rs 800 to Rs 1500 a month. A total of 52,000 students could qualify.

But Gujarat Chief Minister Narendra Modi has informed the Gujarat Assembly that it has refused the money. "The scheme is to bring equity, as per the recommendation of the Sachar Commission," says Human Resources Development Minister Kapil Sibal. "But as far as the Gujarat Chief Minister is concerned, we all know his attitude towards minorities."

Sources say Mr Modi sees the Centre's initiative as an attempt to woo minority voters in Gujarat.  On record, however, the government said that it would instead use a fund of its own for two crores that it created last year.

"In Gujarat, the Muslims are prosperous. Gujaratis have the highest per capita income in the country. The Gujarat Government does not look at them in terms of religion. The government cares about the entire population of Gujarat. For this no certificate is required from Kapil Sibal," says the BJP's spokesperson, Shahnawaz Hussain.

However, activists say that Mr Modi cannot be allowed to spurn the centre's money - after all, its eight crores more than what he is offering.  And his own fund has not yet begun helping students.
So Mr Modi has been taken to court over the issue by organizations that work for minority rights.

"Why can't the government publicise its new scheme, and how its money is being spent?" says Father Cedric Prakash, a human rights activist in Ahmedabad.

DMK sorted, Congress tackles Mamata alliance

Kolkata:  After conquering mount DMK, the Congress faces another uphill task - that of finding a seat sharing formula acceptable to the Trinamool Congress for the upcoming West Bengal Assembly elections.

The Trinamool Congress has given the Congress a list of 58 seats that it is willing to give the Congress for the polls based on the civic polls results of 2010. Party sources have told NDTV that Mamata is in no mood to relent beyond 60 seats.

The list, according to sources, is not acceptable to the Congress which wants to contest 98 of the 294 Assembly seats which was the formula in the Lok Sabha polls of 2009. The two are also at odds over who gets the winnable seats.

According to sources, Congress wants some seats in and around Kolkata. But Trinamool says no. Congress is refusing to give any seats to Trinamool in Malda district, only one in North Dinajpur and a maximum of three in Murshidabad.

Congress is also repeating what Rahul Gandhi said last year: "We want to partner with Mamata Banerjee. But we will not do so if we are not respected."

Last week, Mamata had sounded confident about seat sharing with the Congress.

"There is already an alliance. As for seats, let them discuss. From our side we are ready. There shouldn't be any problem," Mamata had said.

Today, her party leaders also sounded positive. "The alliance is there. Don't worry, there will be no problem with seats," Trinamool Congress leader Partha Chatterjee said.
But Manash Bhuiyan, the Pradesh Congress Committee (PCC) leader, has been camping in Delhi for the last few days trying to bridge the gap between expectation and reality.

Congress is expected to begin formal seat-sharing talks with the Trinamool Congress within a week. Elections in West Bengal will take place from April 18 to May 10 in six phases.

The CPM will announce its candidate list on Sunday. Trinamool had hoped to beat them at it. But, given the deadlock on seats, that now looks unlikely.

Hasan Ali case: Gaps in probe?

Mumbai:  The officials handling Hasan Ali Khan's money-laundering case were in for a rude shock today. They were ordered to "do their homework" by a Mumbai court which was hearing their request for custody of Mr Khan, who was arrested on Monday night by the Enforcement Directorate (ED). "You have not been able to make any case and you want me to hear you. If you want to do some homework, you can take time," the Judge said before adjourning the proceedings till Thursday. The Enforcement Directorate in its defence said it has a 'Letter of Rogatory' from US authorities confirming a transaction of $7 million dollars of 'laundered money' Hasan Ali transferred from his account in Sarasin Bank in Switzerland to the account of SK Financial Services in Citibank New York. This is a lead investigators continue to follow.

Mr Ali whose different businesses include real estate, stud farms, and scrap dealerships, has been asked to pay 70,000 cores as a penalty for tax evasion.

But on Tuesday, the Supreme Court asked the government to consider bringing terror charges against Mr Khan. That's because investigating officials say they have recovered documents that suggest international arms dealer Adnan Khashoggi transferred 300 million dollars to Mr Ali's Swiss accounts.

Sources have now told NDTV that the Khashoggi-deal affidavit is not an original - it is a photocopy, yet to be authenticated.

Sources point out glaring gaps in investigations, revealing that the Income Tax department and the ED are not on the same page.

Sources have told NDTV that the ED did not share several pieces of critical information with Income Tax authorities, including an audit by the UBS Bank and the feedback from Swiss authorities. The UBS bank had shared an audit with ED which showed that only Hasan Ali's wife had an account with them, that too for a sum less than Rs 1 crore.

Swiss authorities had reportedly said that the critical document showing Hasan Ali has $8 billion in Swiss banks could be forged.
